Marcus Steele holds a Bachelor’s degree in Law from UFF – Fluminense Federal University (March 1988 to April 1992) and completed a Master’s degree in Legal-Business Sciences at the Faculty of Law of the University of Coimbra, Portugal (academic period 1999/2000, with the dissertation “Fiduciary Transaction Based on Law No. 9,514/97: Fiduciary Alienation of Real Estate, Securitization, and Trust,” earning the title of Master in 2003), under the supervision of Professor Dr. Diogo Leite de Campos.
He participated in a postgraduate course in Human Rights at the Faculty of Law at the National University of Lomas de Zamora in Argentina in 2009 and in Property Law (“La proprietà tra diritto europeo e diritto latino-americano/La propiedad en los sistemas del MERCOSUR y de la Unión Europea”) at the Department of Law – University of Messina, Italy (2012/2014).
Marcus has been a Public Attorney for the State of Rio de Janeiro since 1993, currently holding the position of Special Class Attorney in the Criminal Chamber. He is also a practicing attorney, registered with the Brazilian Bar Association, Rio de Janeiro (OAB/RJ No. 91211) since 1996, and with the Portuguese Bar Association, Coimbra (OAP/Coimbra No. 4338) since 2000.
Between 2006 and 2008, he provided international legal consultancy to private and state-owned Ukrainian companies, as well as to the Consulate General of Ukraine in Rio de Janeiro, with a focus on export and import, corporate law, and the creation of joint ventures.
He served as an Electoral Judge (2012/2014) and was a Professor at UFF – Fluminense Federal University, at the Faculty of Law.
Marcus has been a member of the Luso-Brazilian Institute of Comparative Law (IDCLB) since 2008, a member of the Portuguese Society of Psychiatry and Psychology of Justice (SPPPJ) since 2011, and was a member of the Permanent Forum on Constitutional Law at EMERJ – the State of Rio de Janeiro’s School of Magistrates (2016/2017).
He has been a member of the Brazilian Lawyers Institute (IAB) since 2022, where he serves on the Criminal Law Commission.
